City Programs

Grow Grafton Housing Incentive
  • $20,000 grant if you buy or build a newly constructed single-family home, townhouse or condo on any lot within City limits.
  • $10,000 grant if you relocate an existing single-family home into Grafton on any lot within City limits.
  • 2-year $150,000 tax exemption on the building (see below)
  • Trees for your berm
  • Water/sewer hookup fees waived
Painting Credit
Utility bill credit for owner of a single-family residence or commercial building towards repainting or residing a building's exterior.
Partial painting on existing permanent siding or brick does not qualify. A permit is required for new siding. Subject to the inspection and approval of the Building Official.
  • Residential Credit Amount- $200
  • Commercial Credit Amount- $400
Storefront Incentive Program
Interested property owners may apply for a grant of up to 50% of their investment in rehabilitating a building façade not to exceed $10,000. The minimum investment must be $10,000. Any building owner or store proprietor/tenant with lease authority or authorization from the owner may apply for funding. Tenants must have a minimum of two years remaining on their lease. Either building owner or tenant may apply for the program. A property improved under this program may apply for the maximum allowance no more than once every 10 years. Residential properties and home-based businesses are not eligible. Businesses must be located within City limits.

Renaissance Zone Program
For qualifying commercial projects that have made capital improvements exceeding 50% of the pre-construction true and full value of the structure, property tax exemptions will be given for 100% of the value of the structure for a period of 5 years.

Remodel Exemption
The City of Grafton offers a 5-years exemption on the increase in value of a property due to remodeling, renovating or altering. This is a 100% exemption on the value increase of the property due to the remodeling for 5 years. Financing Assistance

Bank of North Dakota Flex PACE Program
The Flex PACE Fund combines the resources of the local community and the PACE Fund to "buy down" the interest rate on a bank loan up to 5%. 

RRRC Gap Financing
The Red River Regional Council's Catalyst Fun is often used as a gap financing to reduce the owner equity to 10% on the business side.
